Seems to run a bit small. My daughter is just now getting into size 9 - 12 months and I bought the 18 month dress - glad I did - it's just exactly right! The dress looks exactly as pictured - very cute. It's normal costume material and pretty thin - you couldn't wear it as a normal dress but for a costume it is pretty adorable.
